Despite some claims that returns to primary education, education loan consolidation, student loans, education degrees, online degrees, online masters degree, online colleges, online university are invariably high across countries of Africa, Asia and Latin America, there is growing skepticism. The work of such authors as Behrman and Birdsall (1985), Hinchliffe (1986), Knight and Sabot (1990), and  Glewwe (1991) suggests that calculations  have  often  incorporated  upward  biases.  This  has  led  Weale (1993) to argue that social returns to education, education loan consolidation, student loans, education degrees, online degrees, online masters degree, online colleges, online university will only rarely be in double digits.

Figure 1 refers only to the primary level (but would show even  greater proportions of household financing at the secondary level). In Viet Nam,  for example, households were estimated in 1994 to be meeting 44.4 percent of the costs of public primary education, education loan consolidation, student loans, education degrees, online degrees, online masters degree, online colleges, online university  but 48.7 percent of the costs of public lower secondary education, education loan consolidation, student loans, education degrees, online degrees, online masters degree, online colleges, online university and 51.5 percent of the costs of public upper secondary education, education loan consolidation, student loans, education degrees, online degrees, online masters degree, online colleges, online university  (World Bank 1997d, 68). At  the tertiary education level,  countries  with  high  proportions  of  enrollments  in private  institutions  include  Bangladesh,  India,  Indonesia,  Philippines,   and Thailand.

Volume of Expenditures on Education

Public Expenditures

Table  3  presents  information  on  the  volume  of  public expenditures   on education, education loan consolidation, student loans, education degrees, online degrees, online masters degree, online colleges, online university   in DMCs.  Once  again,  the  variations  are  substantial. Whereas expenditures by the Cambodian Government represented only  1.0 percent of GNP, the figure for the Kyrgyz Republic was 6.8 percent. Public expenditures on education as a proportion of the total budget ranged from 7.4 percent in Viet Nam to 23.1 percent in the Kyrgyz Republic.  Education, education loan consolidation, student loans, education degrees, online degrees, online masters degree, online colleges, online university   was commonly  the largest item in government budgets.

Very few policy formulations can be uniformly applicable to the whole of the Asian and Pacific region.
